I have a message on the screen that says "This channel should be available shortly." What does that mean?

This screen will appear when you tune to a channel that is currently not available. If the channel is not available after 15-30 minutes, please call your local office.

    Yeah I would call the local office except that it keeps happening after business hours, what kind of cable company is this that there is no after hours support services??????
